Welcome! You can restrict who can view your giveaway by scrolling down when you make a giveaway. There should be an option below that asks 'Who can enter'. By default it is set to public, but you can change it to either invitation (this will give you a link you give out to invite people to the giveaway) or your whitelist/steam groups.
