Fugue is not (no longer?) listed as steam key according to the sale page. There were 11 steam keys total when I bought it just now.

Kind of silly - Stellar Commanders is just a blank page with nothing on it since it's a key only

Well, I just created a new itch account, purchased for 0.5$ and got no Steam keys.
Maybe they crossed checked my IP or Paypal account (I can survive with the Itch downloads so didn't go through hoops to conceal my identity).

Click any of the above to download, or you can go to your purchase's bundle download page., click on that link - Ctrl + F, type:

when you get to the download page after you buy (or on your e-mail), you'll be able to click on the "download" that specific title.
when you click in the download button, you'll be on the download page where you can see a button to redeem your steam key.

Generally with any "relief" bundles, you have to contribute some money in order to get something back.
If they let you get something for free, 90% of people would just do that, and 50% of people would get 5+ copies of everything -- and then it wouldn't be much of a relief bundle, and there wouldn't be anything left for the people actually paying money.

Right, if you pay the $0.5 you are not giving Itch.io anything... but you are also not forcing them to pay $0.5 on your behalf.
Again, this is a charity bundle. If they had to pay $0.5 in processing fees for each person who wanted to download the bundle for free -- and I'm sure there are many, many, many people who would prefer to get the whole bundle for free, charity be damned -- then at the end of the day they wouldn't have as many funds available to hand over to the recipients of the charity. That would seem to run counter to the purpose of the bundle.
The other option would have been to ask PayPal to waive their processing fee, I suppose.

I just find it odd the minimum payment option is, as stated, feeding Paypal for no good reason what-so-ever :/
So in short:
Free > No paypal fee, no worries. Not an option for some reason.
$0.5 > Feeding JUST Paypal for some reason, not actually benefiting charity, so just... weird.
$1+ > Would actually support the charity, but a lot probably go for 0.5 which does them the same as free, so why feed Paypal?
Hence the "Paypal Relief Bundle" since it absolutely befundles me its not either just free with option to pay (over a buck) or actually always making some for charity.

Yeah, I was a bit confused earlier. Of course they could just allow a free download and not have to go through PayPal...
But that would not make sense for a charity bundle -- unless there are unlimited keys -- because then most of the keys would go to people not giving any money to the charity.
So if they're not going to allow free downloads, then they have to set some sort of minimum payment... But now that I have thought about it more, I agree with you. It would make more sense to make the minimum $1, so every single purchase would contribute to charity. I wonder if they thought they were being "nice" to consumers by keeping the minimum at $0.5? But it does seem sort of nonsensical.

I made an assumption that the key would be there. I didn't see the "no Steam keys available, check back later," note however. Instead, I got a popup requesting me to sign in to Steam. When I did, it brought me to the Steam Community for some reason.

Obviously if you got the bundle - it's not your fault and I don't think that players should be responsible for this, so if anyone else bought the bundle according to the rules (>$10 to get keys, or any price above zero before description got updated) - email me at contact[at]coldwild[dot]com and I'm going to cover it.
