Well, for start you could change the font cause the zeros are look like Θ/8/i in square.
About the tooltip, i would put under the facility's name "Workers:Number" like you have done for the age/sex of characters and where you have now the workers number i would replace it with something like efficiency as you mentioned or something like Overall Productivity, which it could take negative attribute to show that its not productive.
