Only when the SteamAPI isn't broken. I'm not sure how often or how many times it retries.

I had this problem. I resorted to trying to manually sync 1-2 times a hour, or basically any time I thought about it inbetween things. Took several days before the API decided it was going to cooperate.

No problem. I syncing is still regularly broken for me (I just tried and it rejected me), but I haven't won anything since my last sync, so I don't think it will prevent me from entering giveaways. shrugs No idea.

Best of luck. Let's hope it's just regular rolling maintenance or something like that, and we wont have any problems for a while after this pass.

Put everything on your steam on private and try to sync, obviously wont work, after that put everything on public and try to sync again, it should successfully sync. I've had this problem a couple of times, this fixed it every time.
