I saw the same warning (in russian) and still bought it (for gifts). Got that was promised - Half-Life 2 and Half-Life 2: Episode One region-locked gifts. Log out after some time, log in after 1-2 hours and got 3 new gifts (added images in topic).
You can check my inventory - it says on all 5 gifts that i can't trade them for 30 days (or you can't?).
[edit] Yes, you can't see the trade delay, but you must see that this copies are not tradable yet.

Did u log out of ur steam account in order to get another set of the gift copies? Also, how long did it take for that to happen? And what region are u from? I'm wondering if this is limited to certain regions

I didn't log out, I got a notice of 2 new items right after purchase (those were HL2 + HL2:Ep1) and another notice a few minutes later (and sure enough, I now have 2x of each in my inventory). The region is EU (I paid in PLN, but afair the recent introduction of PLN prices didn't change the actual region which is still EU). None of the gifts is region-locked (unlike for OP).

Well, as i said, i bought The Orange Box only for additional gifts. But i launched TF2 for a few minutes in 2013, summer 2017 and December 22 of 2017.
Aslo now i have Premium DLC after that purchase.

Interesting. I don't see that DLC in steam client, but at least steamdb shows I own it, so maybe I do. Still no special hat in the inventory, though.

As far for Portal gift - by your words, you most likely had purchased https://steamdb.info/sub/7932/ (old Portal 1+ Portal 2 bundle which used to trigger Portal 1 gift if you already owned it). Now, upon activation of new licence with Portal 1 (from orange box), old licence that you had retroactively granted you Portal 1 gift.
IIRC, same situation was few years ago with people who had Torchlight 2 preorder (which used to poop Torchlight 1 gift) and later on activated Humble Indie Bundle 6 key (which included among others Torchlight 1 license) - they (including me) retroactively got Torchlight 1 gift in inventory.

Hmmm...still haven't received an extra 2nd set of gift copies. And it's been more than 1 hour. I am in Canadian region. So maybe this works only for certain regions?

And for HL2 multiple gifts, similar situation as above because you had licence for old HL Complete https://steamdb.info/sub/715/ which also poops HL2 and HL2e1 same as Orange box. Most likely one licence triggered poop from other one and other way.

I use noob way to check mine; look up the name of activated licence on http://store.steampowered.com/account/licenses/ and look up on steamdb for exact name (they are usually unique). Example, if you under licences have "Portal Bundle", and than look it up on https://steamdb.info/app/400/subs/ (all packages that have Portal 1) you can see that you have sub 7932 if you're not German, and 7933 if you're from Germany since they are only ones with a matching name (you have to check both to see the difference, but if the packages have near IDs, difference is most likely only in region).
Proper way to check iirc have something to do with console but I was never curious enough to look it up. I like the noob way, it works :)

Thanks again! But i have "Portal + Portal 2" in licenses (not "Portal + Portal 2 Retail", because i bought it from the store as gift) and there is no such sub for Portal on SteamDB. Another case for you? (my thought - it's connected with different localization of product name on store page)

I persuade my friend to buy the Orange Box, because he already have Half-Life Complete and Portal+Portal 2.
At first, it only shows region restricted copy of Half-Life 2 and Half Life 2 Eps. 1, but then after he log out and log in again, in inventory shows another Half-Life 2 and Half-Life 2 Eps. 1, both ROW version.

In my region (RU) Half-Life Complete is disabled for purchase. Do you mean old giftable copies of that?

You mean now? You can't buy any more Half-life complete, you can only complete the set named "Half-life complete", and that is different thing licences wise. From complete the sets licences don't overlap. If you have Orange box and want to reproduce "glitch" this from OP, you need to find HL Complete gift from some trader (if any one of them have old stock), or retail key for it and than activate it over Orange box. That will probably work.

It does not because the "current HL Complete" is a SET not a BUNDLE.
That means every game you already own gets removed from the set before purchase. The more you own the cheaper it becomes and if you own everything you can not buy it at all.
The old HL complete (and the orange box) were BUNDLES, i.e. no matter how much you own the price stays the same.
So BUNDLE = You buy all games -> may get extra copies
SET = You only buy the games missing -> no extras.

Can confirm this works for me. And I don't have to wait hours to get 2nd set of gifts. I just log out and log in again and immediately got 3 new items in inventory notification.

A bit confused about this - I own the Portal bundle, as well as Half-life 2 + Episode 1 & 2, but bought separately on different sales. What exactly will I receive if I buy The Orange Box?

You can safely add The Orange Box to your cart without buying it (without last step - comfirming purchase). You will see this warning:
If purchasing for yourself, you will receive an extra, giftable copy of:
Half-Life 2
Half-Life 2: Episode One
So, you 100% will recieve 1 gift copy of Half-Life 2 and 1 gift copy of Half-Life 2: Episode 1 (check this link).
And i doubt that you'll recieve additonal copies of Half-Life 2 + Episode 1 - you need to have already Half-Life Complete (not sure how actually old) to grant access for additional gift(s).
As for additional copy of Portal, you need to have old Portal 1+ Portal 2 bundle (which was actually a pack of this 2 games). Not 100% sure, but seems that you'll get it as i think (i'm not such expert as juzer!).
Finally it's up to you to try it with your money - and if you'll do it, please, post the result!

I checked all "Valve Complete Pack" subs on SteamDB - you 100% not be able to recieve Portal gift. 50% - for second additional Half-Life 2 & Episode 1 gifts. 100% that you will recieve first Half-Life 2 & Episode 1 gifts (you can safely add The Orange Box to your cart without buying it (without last step - comfirming purchase) - and you'll see next message...)

No, it not means that if you purchase The Orange Box as a gift for friend then you will get the Portal gift or any another - you'll get only the gift of whole The Orange Box (that you can direct exchange to gift receiver and not be able to store in your inventory) and no additional copies of anything for your inventory. You can recieve gift(s) for the inventory only when you are buying The Orange Box for yourself!
All Steam gifts are region-locked since December 17, 2014. You bought Valve Complete Pack on 26th Nov, 2015 - so all additional gifts will be 100% region-locked if you are not living in US, Canada or in one of european countries (need someone to confirm this).

Дилогия "Портал" приобреталась мною как гифтовый пак, и, как выяснилось выше, он дает дополнительную копию либо первой части, либо второй (смотря, какая у Вас была). Я приобрел вчера Оранжевую коробку, получил новые лицензии на игры (в т.ч. Portal (1)) - и задним числом еще и дополнительный первый Portal за старый пак.

The additional copies are granted by the Half-Life complete and Portal Bundle Pack. OP bought these before region restrictions were a thing, and so they do not have any.
If you want the full valve bundle there are no extra copies since you only pay for what you do not own.
If you want the orange box, you will only get 1 copy of Portal, if and only if you bought the Portal bundle (and not 1 and 2 seperatly).

It's all about new licenses of old products.
I bought old Hal-Life Complete pack in 2013 - so i had HL2 and HL2E1 product licenses among others.
I bought old Portal + Portal 2 pack in 2014/2015 - so i had Portal 1 product license and other.
Yesterday i bought The Orange Box - immediatly got additional HL2 and HL2E1 copies with the purchase. In the same time i recieved new licenses for HL2, HL2E1 and Portal. Because of that, my old Hal-Life Complete pack purchase retroactively granted me another gift copies of HL2 and HL2E1 & my old Portal + Portal 2 pack purchase retroactively granted me gift copy of Portal (1) (cause The Orange Box contains only first one).

Not a bug, the Orange Box is one of the few packages that actually give extra copies of owned products upon purchase. Since it is Valve's, they can do it freely.
The items that are awarded in the inventory depend on when you bought the game the first time. Also, this is done only once; if you already got an extra copy through some other package, they won't give you the same game again.

That only holds for HL2, HL2Ep1 (one gift each). Thats what steam tells you, you will recieve as a gift.
The second drop (HL2, HL2Ep1 (another gift each) and Portal 1) are explicitly NOT dropped from the orange box. Valve literally tells you (in case of Portal) that you will NOT get another copy.
So you get the bonusdrops of Portal Bundle and Half-Life complete long after you purchased them. Thats not intendet (or at least not documented.

Once just now in the orange box
Once a couple of years agon in Half-Life Complete.
Yet I got 2 gifts for HL2 in my inventory. Thats not undocumented, thats unwanted.

Yep, in your case you could get nothing after second purchase of The Orange Box - i saw on SteamDB that not all "Valve Complete Pack" subs comes with additional GuestPassPackage(s).

TL;DR
1) If you purchased old Portal 1+ Portal 2 bundle as package (or as this if you live in Germany) and will buy now The Orange Box - you'll recieve an additional copy of Portal for your inventory (seems to be non region-restricted if you bought the original package before December 17, 2014 - however i bought it on December 21, 2014, activated only January 17, 2015 - and still got non restricted one).

I bought this games years ago (Half-Life Complete in 2013 and Portal + Portal 2 in 2015). Today i purchased The Orange Box for TF2 Premium, i mean, for giftable copies of Half-Life 2 and Half-Life 2: Episode One, ofc! (below - link to support page about additional copies)

After buying The Orange Box for myself i immediately got in my inventory:
1) Half-Life 2 RU+CIS gift (which also include Half-Life 2: Lost Coast);
2) Half-Life 2: Episode 1 RU+CIS gift (which also include Half-Life 2: Deathmatch, Half-Life 2: Lost Coast and Half-Life Deathmatch: Source).
Later, i log out from client and got back after ~2 hours - and whoahhh!
I also recieved 3 additional gifts:
1) non region-locked Half-Life 2 (which also include Half-Life 2: Lost Coast);
2) non region-locked Half-Life 2: Episode 1 (which also include Half-Life 2: Deathmatch, Half-Life 2: Lost Coast and Half-Life Deathmatch: Source);
3) non region-locked Portal.
Fantastic! So, don't waste this chance and buy it for you own purpose!
P.S. Apparently, i think that last 3 games later will recieve red mark with real region lock.
