How to convert files?

I just wiped out my PC, all my old files are in Windows.old. Inclouding all my Steam games. My connection is super slow, but when I take the file from the old Steam folder and put it in the new one, it still says it's uninstalled, help!

If you used "Backup" then use "Backup and restore" feature in steam.
If you simply copy and pasted then start download and after some time, pause it, copy old files and start it again.

Dang, im so stupid, I started the download and it said, it was finding existing files. Thanks!
