Well.. It is free on Desura... Can you link where they said it would be free on Steam? I can't find the source. Have they removed it?

Well, that is not the question. But the promise was made by only 1 of the authors of the game, and 3 years ago... And the game has cards. A lot of things can change in 3 years :/
I would be more worried about the game being detected as a Trojan...

Okay I got clarification from one of the devs. He said that he didn't want to wait for Steam to approve the free of charge price tag, so he went ahead and decided on the lowest "non-free" base price. I figure he will try to keep it on sale for as long as possible. He even said this:

So while maybe not the best decision made, I can understand his rationale.

Also the game is about 10-20 minutes long and you could easily program something like this in a few hours xD

I noticed that this game came out on Steam recently: SpaceCorn . While it is cheap, it was advertised as free to play during its Greenlight campaign. It is also still free on Desura. Now I am not saying anything about the quality game, but I feel like the developer should have came out during the campaign or before releasing on Steam about their decision to revise their pricing strategy. Make of this as you please, just wanted to shed some light on this.
