The AM/PM system is a bit confusing myself. Because it begins with 12. For example 12AM -> 1 AM->....->11 AM-> 12 PM.
But yes, 12 AM is midnight.

Just google the time followed by timezone. One of the top results usually shows the equal time in your own timezone, for example "2 pm est". Or you can visit time and date dot com and do the conversion yourself.
In English-speaking countries, 12 AM is midnight, 12 PM is midday.

Unfortunately, a key could not be assigned to you. This can occur for one of several reasons, including:
1) We've ran out of keys before we could assign one to you while you were in the queue.
2) You are in a country or region that is not eligible to receive a key.
3) A key has already been assigned to you.
4) reCAPTCHA validation failure.

I don't get the point of tier-less giveaways, at this point they're just maliciously throwing keys away.

This is how you encourage creating more bots and spam accounts. By showing the management how the technical team has brought new users and more traffic to the site by erasing the tier and rank system, the new management team will probably demand a salary raise or something.
Also, by showing the number of users the site has, they will be able to take free promotional keys from game devs, and from that key pool, they will sell most of the keys on the black market and blame it on bots.
Also by showing the total number of users and daily traffic they are creating a value bubble just like Buzzfeed.
And last but not least, they are not doing anything but maliciously throwing keys away. Just creating a perception that they are also the victim of bots and they want the best for the new users.

Yes, that's basically what I'm assuming as well. I don't care that much about the games given away but it's sad that people who aren't trying to abuse the system don't have any real change to get a key of a game they might actually want to play. Really sad that's what the world is, nearly everyone's just out to get as much as they can for themselves. It's all 'bout the money..

Well, it's not like they have/had any respect for people that were there and contributed anyway. They basically stole all of your accumulated ARP points a while back. I haven't logged on since. They've sent me about 3 or so "We haven't seen you, we'll give you a laughable 100 ARP if you log on again" type messages.
