700 diamonds = 75 cheat chips (9,33 diamonds/chip)
50 cheat chips = 500 diamonds (10 diamonds/chip)
75 cheat chips = 5€ steam wallet code
You'd need at least 150 cheat chips (1400 diamonds) to obtain 1500 diamonds without having spare chips you wouldn't be able to trade (you'd lose those on Dec.31st), and for 150 chips you can get 10€ guaranteed in Steam wallet codes.If you wait for one of those special events with guaranteed cash drop, 10 premium LootPacks would cost you 1250 diamonds, and you'll get a guaranteed random Steam wallet code, usually for 5€. It's possible to receive more, but the probability is lower for higher rewards. And you'd be left with 250 diamonds bought with the cheat chips that you don't have any use to buy another 10 premium LootPacks.
If you're thinking of spending 1400 diamonds for 150 cheat chips, I'd probably go for the 2x5€ guaranteed Steam wallet codes (or just spend 700 diamonds and go for the 5€ Steam wallet code). We don't know when (or if) there will be another event with guaranteed Steam credit.

As ashtwo pointed out, you need to be subscribed to be able to buy the "Dare to cheat" premium Lootcpack that gives 75 cheat chips for 700 diamons. According to himself, it's also possible to receive 50 cheat chips for 500 without a subscription, but I didn't find how to do so.

Turn in 50 cheat chips for 500 diamonds.
Cheat chip lootpack is issued every 10th "paid" pack (no coin or free video pack).
If you spending diamonds, tickets or money on any packs, each one counts towards the 10 for a cheat chip. My cheat cards have been 4 thru 7 in value. Roughly 5 average.
If you can grind out 150 (15x10) paid packs, you might average 75 cheat chips.
The website 10 diamond packs makes it 1500 diamonds (10d x 150 paid packs), which wouldnt make sense unless you only needed a few cheat points more.

If you have 75 cheat, I'd go with $5 steam
If you have less than 75 cheat by the end of Dec 30, then only option is diamonds.

Hmm... I think this is just a LootPack for charity purposes, since the Virtual Brick is just a milestone that LootBoy is using to donate items to UNICEF helping children in need.

I'm considering same approach. I think I could theoretically burn sone diamonds on charity pack to get enough chips to get 2x500 diamonds. My only doubt is, if there is gonna be another guaranteed steam wallet promo, considering how lootboy acts lately ;)
Edit: Ok, I'm gonna pass on the charity packs. They cost 10 dia & mostly give you 1 dia in return. I would need to buy around 10x10 of this packs to get enough chips for another 500 dia from black market. My guess is I would loose more then 500 diamonds in the process :)
