Xeon E3-1230v3 is i7-4770 without overclocking capabilities and no integrated GPU. It costs as much as the i5 CPUs, but it probably still is over your budget. As for the GPU, get at least 750 Ti. It's based on new architecture (Maxwell) and has low power consumption and is a great mid-range card. It can run Bioshock Infinite on ultra settings for example.

ITs kind of hard to judge when you dont tell us your budget and the purpose. From what i have seen from that build, im guessing that you are going for the budget build.
I'd go for the Asus card as its higher clocked and EVGA is only good for customer service, something that i have never needed.

Yes, at the moment, I'm looking for a budget build, which is why I said an i3 rather than an i5, and the purpose is so that I can play my games slightly, or alot better than what I am using right now.

Go for the i5 if you don't plan on upgrading in a year or two. And the RAM is enough for now. You can add more later.

It's a bit on the low end for for a current gaming PC. I would bump the GPU up to a 2GB card and add another 4GB of RAM and it's going to last you a lot longer before it starts to struggle with playing new releases. As it is now, there are going to be games that it struggles with. Mainly because of maxing out the video memory, but on occasion the RAM as well depending on how well you streamline your OS and background processes. The RAM isn't a big deal because you can just add more later, where as with the GPU you have to replace the component rather than add to it so it's better to do that right from the start so you're not spending money unnecessarily.
Bumping the CPU up to a quad core is a good idea as well, but it's not nearly as important as the RAM and VRAM.

Gtx 750 and 750ti = fail nvidia
the gtx 750 and 750ti are worst than Gtx 660, but if you don't have a good Power Suply like(500w corsair,xfx,etc.) pick up 750ti
but the 660 is really better.

If you plan to play video games on your PC, do NOT buy a dual core processor (quad core is a must for modern gaming), go with a graphics card with at least 2gb of ram, 1gb is not enough for some newer games (they will run, but stuff will get choppy) and go with at least 6gb of ram.
So, I would suggest an i5 with a GTX 750 2gb (750 non ti is still a good card) and 6gb of ram, trust me it will be worth the wait, an i3 is useless for most modern games.

Go with a I5 processor so you wont need to upgrade for a few years and the GTX 750 non Ti if you plan to upgrade your GPU to something better, but if you dont plan to upgrade your GPU the 750 Ti is good. Also you dont need to buy 8 gb ram directly, first buy 4 gb then the rest.

I'd go ahead and wait a little longer. The i3 are the minimum for today's gaming. And 1GB is quickly becoming the minimum VRAM desired. Also go with 8GB RAM or more. If you don't make these changes, you will be dissatisfied within two to three years and require a total system replacement anyway.
Never go with 'the minimum required' when buying a new pc. Go with the best price for performance. What you have selected is not worth the cost today, let alone tomorrow.

EVGA GeForce GTX 750 SC 1GB GDDR5 or ASUS GTX 750 OC 1GB GDDR5
i3 Dual Core 4130 3.4Ghz
Asrock H81 mATX Mobo
4GB Ram
If I really wanted to, and wait for longer, I could go with an i5 Processor with a GTX 750 Ti 2GB SC.
The processors I mentioned are from a bundle upgrade.
