O_o Never heard of that. I know about activating Steam guard, but new device?

It applies to windows reinstalls aswell not just device changes

If I turn off Steam guard, will it still apply?

Doesn't that trade thingie supposed to go away if the user buys something in the steam store?

I have no idea about your question, this is the first time I have heard about anything like that.. I have made trades on a few fresh computers but as you say since the new update? I don't know, sounds a bit weird to implement that especially when they are working on the family sharing system.. They wouldn't gel well together and I see no reason for it.. But hey, its steam, the gods of the gaming world. If they say jump to play, 80% of users would just jump without question and carry on playing.. Also, thank you very much for Brutal Legend :)

This is what I don't get.

well it was announced that if you reinstall windows or even login from a new device you will be prohibited to trade for 15 days but fore some reason cant seem to find it in the recent updates so maybe they didnt applyed yet

We are going to make some alterations to the current restriction to make it less sensitive for users. Once the changes are made we will be sure to let you know ahead of time before they go live.

For now, the restriction has been turned off. You are now free to trade and/or use the market if you were hitting this.

So, It's turned off now right?
