no you can only active on your own account you cannot give to your friend to active.

I just got a gift from this website.I did some research and it says that the games you receve can't be regifted or used for trading, however it also says that you can send a limited number of gifts. Does that mean that I can still trade in some capasity or do I have to keep my game permanently in my steam library?

once active the game cannot be traded. it will be in your account.

dont bother wining games if you want to trade games here. its against the rule.
