Random Omerta: City of Gangsters Coupon in inventory

So a random Omerta: City of Gangsters coupon appeared in my inventory. The last time this happened, I got a Serious Sam 3 coupon, and that was because Devolver was doing this thing where if you owned Duke 3D you got a SS3 coupon, if you had SS3 you got a coupon for a game I forget, and if you had that game, you got a Duke Coupon. Is this similar? Did anyone else get this?
