The only wins I see that appears not activated for you are 2 DLCs, and it is clearly stated on the page that the Steam API have problems with DLCs and that they are probably activated.
It's not perfect but it works for most games, and you quickly starts to recognise these problematic games.

That's not how this works :p It's not like the tool has a cached profile of every single user dating back from 2011. It checks the user right now, and if the profile is private it'll return as basically not having redeemed anything. Those 5 that show as "redeemed" on the tool are probably DLC or other stuff that shows as probably redeemed but not possible to check.

add him on steam, send him a email on steam that you will do this.
after he accepted, try to look into install games, or ask him to show it to you, if he refuses this, or the invite, ask for reroll
(if you used a tool to check if he has activated all, this does not work with private profiles....)

Since it would be beneficial for someone who uses this site to win games to occasionally sync their profiles one would assume that he should have done it at least once since 2013 and if they were activated they would have been cleared from the list.

No, that's not how the tool works. It doesn't check the list of the games you own registered on SG, it checks your steam profile.

It has nothing to do with synchronisation, the tool cannot check private profiles at all.
But users with private profiles are required to switch it to public once a week to synchronise their profile with Steamgifts (if they don't, they are blocked from entering giveaways).
The easier thing to do would be to create a ticket to request a new winner and ask support to verify for activation of the won games (they can easily check private profiles since they have access to the list of games of the user. You'll get an answer quickly, telling you that it's ok to send the game to this winner or that the giveaway has been rerolled.

Another solution is to create a reroll ticket asking support to check for activation. Simpler & faster IMO.

No they don't have to add him, the profile is synced with SG so they hace access to the list of games of any users, even if their profile is private.

A giveaway of mine just ended and before I went to add the winner to send it I did what I have always done first and checked their profile for non activation or possible regifting of games. This person has been here more than a year. They have won 42 games since they joined here. Out of the 42 wins there are 37 non activated dating back to 2013 and 9 for June 2015 alone. The person has a private profile so I can't verify but I really don't think that it's been that way since 2013. How could this person have won so many games without being noticed? Did I do the right thing by asking for a reroll?
*EDIT Unfortunately I misunderstood how the SG tool works. I was unaware that there was no cache being saved. It would sure be nice to have that indicated on the page or add that feature so that people with private profiles don't get wrongly accused. If it returns false positives and doesn't cache I see no reason to use it because I still have to ask to view private profiles and I still have to verify by looking at their profile anyway. The reroll request was denied and I will continue to try to contact the user.
