Whether they will or not it's hard to say, but wouldn't want to risk the account for it. That's why region locked games can't be given out on here, it's not worth the headache and the risk.

It doesn't work that was as far as I believe. To change you the area your steam account is registered to, you have to actually send them a message to their support.
