If you distributions are all (or mostly) region restricted, you can not stay on as a "gifter" afterwards.

Hi, can I join? I'm really young on Steamgifts, but I have given away 7 gifts (even if they aren't really valuable, they were just to understand how the site works). I'm trying to get familiar with all the mechanics.

all your giveaways have been for free ("no CV") games, please give at least a couple of reduced CV or full CV games (more information) or wait until your account is "2 months" old.
