He can't DDoS you through steam, but be careful, don't give him your IP or any other sensitive info.
Its possible to DDoS thorough Skype though, so be careful.

I read an anti-scam story where a guy added a scammer, then started voice chat, the scammer agreed. Voice chat closed immediately but apparently he was able to get his IP address from the voice chat connection, and threatened to call the cops on him if he didn't return the tf2 items he scammed. Not sure how true any of that is, but it made me smile at least. So if it is true, that's at least one possible way of getting someone's IP

Voice chat is most probably p2p (so the voice data doesn't have to go through Steam servers) as most (all?) IM programs. So both users will know each other IP, yes.

No, he cannot ddos through steam. If your friend did ddos you, it would lead him/her with a felony and in a federal prison.

Do you know him personally or is he someone you met through steam? Avoid contacting him outside steam ( ex. skype,facebook) and don't click on anything he might send you(sites ,voice calls etc). If your ip comes on the surface well yeah he can attack you anytime.Hope you have a good antivirus to detect trojans :P
