It is pretty much ROW ones most of the time
There are no indicators as far as I remember but sometimes (like it was with NBA18) some keys might be region locked, some might be revoked later and so on
So It is pretty much a risk everytime
But Humble bundle and most of the other are pretty polite and If you contact them with the region lock problem they will solve this problem by giving you the new one

In this case I can give you a hint. I gave away Mafia III from this bundle and I had a popup which warned about Region lock for specific countries. In this case DE and about 20 other countries. Activated in DE anyway, but the give you a hint, I think.

If it there is no indication of any type of region lock can I presume that the the keys are ROW ?

I know for a fact that a game in this Monthly was region locked in Brazil. This bundle was bought in Latin America but not in Brazil. There is no indication of region lock.
Is it safe to presume these are ROW keys? Is it safe to presume they are always ROW as long as they don't have and region locking indications?
