I guess you can just buy the game from non-german website and there shouldn't be any problems with it (if you don't need it on Steam). Or convince your government that games are a kind of art xD

You can't. Once you have logged into your account (through the Steam client or browser) then it defaults to your "home" country -- in your case, Germany.

With a German IP address you can neither activate nor play the game. This lock also applies if you go on a vacation to Germany or move there.
