Groupees - I've bought a fair few, and added works from the Steampunk bundles to my cellphone. Wouldn't mind checking more, but the only have Games and Music quick tabs.

Free - What are some nice ones that are legally free? I'd prefer sci fi or fantasy over other genre.

Aldiko on my Android phone. Nothing fancy. Tiny screen and mostly stuck with EPub files. Though I think Mobi files work as well.

For legally free books I use manybooks. They have a collection of copyright free works from Project Gutenberg in various formats.

Baen Free library

Also you might be able to find collection of Baen CDs somewhere still. Quite a lot of sci-fi from my understanding, though individual titles aren't available from those anymore.

I heartily recommend the Baen Free Library, and Baen in general.

The Baen CD's apparently had a license that allowed anyone to freely distribute them as long as they didn't make money off it. You can find all of them here.

Baen also offers monthly book bundles, 7-8 books for $18, with at least 4 each month being new books. If you enjoy the free stuff, that's a good value way to get more books.

Some free books fantasy and SF Kindle books at Amazon.

I bought a couple of Story Bundle bundles. They are $3 minimum for the base bundle, but IMO good value at that level.

Don't know about Groupees books, Maybe we should ask them for a book tab.

Edit: Also check this out. In addition to the free book of stories from Tor there are links at the bottom to other posts about free books and stories.

If you read French, there is youboox.fr where you can read for free 100.000 books. They want to be the Spotify for books. I don't know if there is the same in English.
