Key bought from DIG got region locked, keys inside

Update:
In the comments shows that these keys could activated in India

I bought Several games called Scarlett's Dungeon from dailyindiegame. And the key is no longer available In China, it shows Region Locked When I trying to redeem the key. I checked on steamdb.com and i didn't found any sub which is region locked. so I got confused. https://steamdb.info/app/704950/info/

I tried to contact with DIG asked about sub info twice, But they didn't reply, so I'm thinking maybe I can put some keys here ，If you can provide me the Region Lock information that would be really Appreciated.

Tried to activate in India...shows duplicate key, key already activated by someone else...so i think that means key can be activated in India.
