I think the difference is mostly due to free games that have not been been marked as free on sgtools and occasionally bundled titles that haven't been marked as bundled.

It's probably free games specifically: Knsys indicated bundled games have a list that's syncable- though perhaps that syncing isn't instant, so it may still potentially be both by way of that.

Knsys: Free games are counted as 0 value at SGT... if SGT knows that the game is a free one! The main problem here is that the isn't a list of free games, like the one with bundled games, so I need manual user reports for them to be added to the free games list on SGT side.
Sooth: I suppose this could also be a reason for SGT reporting different CV than SG?
Knsys: That is mostly the reason to show different CV values in sent.

Good to know. I wasn't entirely sure about the bundled games so I mentioned them as well just to be safe.

I didn't even know about this issue until someone pointed it out to me, right before I asked that question of Knsys on the 6th, so that comment nesting is all I personally know of the topic. So your guess is likely better than mine, now. :P
If I understand Knsys's comments correctly, it shouldn't allow for any exploiting of SGT filters (due to filters pulling sent/won directly from SG), so presumably the only real outcome of the matter is that a user's sent profile page may occasionally show an inflated value.
