Does it show up as having drops on your badges page? If it isn't there something you might want to try is adding a F2P game you don't already have (you can remove it after you are done) to see if this fixes the problem.

I had the same issue many times, this game definitely has cards https://steamcommunity.com/market/search?q=Super+Dungeon+Tactics#p2_default_desc They'll drop out later

I put in my first 5 hours today with no drops. I'm going to keep playing for quite a while, so I'm not worried. I've had an RPG or two do the same thing befor.
