Checking on Fanatical this games shows "This product will activate in " in all countries that I picked from all possible regions, however this product seems to have several CD Keys packages for different regions https://steamdb.info/app/2379780/subs/
If anyone with enough knowledge can tell me if Fanatical restrictions are working as intended or should I look at SteamDB instead. If the key will have region restrictions please let me know and I will remake it with appropriate limits or look for another game.

Without knowing the exact sub your key will activate, it's just guesswork. There is the unrestricted store sub itself (the "No cross region trading and gifting" message is old and deprecated and only related to inventory gifts, it doesn't affect key activations), which also is a key sub, so it could just be that. But depending on the country you're buying from, you could also get one of the restricted ones:

And last but not least there could always be a new sub which is not indexed yet on SteamDB.
For games from a bundle, you can usually look at the according thread in the SteamGifts forum to see, which sub other people from your region got, but for single games bought from a reseller, that is not an option.
If you already owned the game yourself, you could install the SteamDB browser extension and try to activate the new key in your browser on https://store.steampowered.com/account/registerkey and it would show and link you the exact sub it activates, usually without redeeming the key, because you already own it. But there's exceptions to that. If the new sub contains anything you don't already own, it will be redeemed on top of the already owned one. This will for example happen with different editions (e.g. Deluxe Edition with DLC on top of base game), with different fake apps in different subs (Paradox games are infamous for that but there might be others) or with different depots in different subs ( e.g. different language depots, happens rarely but it does). I am using this method almost always and have very rarely had problems, but use it at your own risk!
You could also ask the store, which exact sub your key will activate, though not all stores will be able and/or willing to answer that.
If you don't know the exact sub, you will need to guess based on the information you have and thus should probably go the safer route and pick the according restricted sub for your country and set the restrictions in the giveaway accordingly.
Edit: make sure to save this information in case you delete and remake the giveaway or it will be lost.

Thanks for the information, just one question I would have though that "unrestricted store sub" is the one you get when buying directly from Steam and is not a sub you can get via CD Key? Is what I would think so [it seems that you edited your message when I was typing my answer haha]
And I think I will keep the giveaway, I will sort it out if any eventuality happens

This store sub has the "BillingType" "Store or CD Key", so it is both for store purchases and key activations. That doesn't necessarily mean they sell keys for that sub, but it allows for that.
Your friend from the US could still get either the unrestricted store sub or this sub, which excludes 74 countries, so it would still be a gamble.
"ROW" or "Rest of World" strongly depends on the publisher's definition and usually means "excludes all countries that have their own restricted subs", just like in this case. It's not the same as "WW" ("World Wide") or "Global", but even those are just names and depend on the publisher's definition.

I once bought a key for Inscryption from Humble and submitted it to Steamdb to check what sub it was, and it turned out to be the "unrestricted store sub", which proves you can get it via CD key. Note that that game also had several packages for different regions listed on Steamdb. I would trust region restrictions on Fanatical. I just did region-restricted GAs for both Darkest Dungeon games and they had their region restrictions clearly listed on their Fanatical page, and they both had the same restrictions, which makes sense since they're from the same dev.

Fanatical region notes are highly unreliable. But in my experience, they're rather overly careful, adding allegedly locked countries that are certainly not locked. Not the other way around.
Additionally, you could check in the archive, if others stumbled on regional issues before you: https://www.steamgifts.com/archive/search?q=Balatro But yeah, this probably won't give you a definitive answer.

If you own the game and your are using steambd extension for your browser, you can check the subid by activating the key on your account via browser activation. Because you own the game, steam will tell you that, but the extension will give you the subid link of the steamdb page. But beware! This only 98% works, because sometimes the key's subid contains more stuff that you own, so it will double activate. For example you own the normal game, the key is for the deluxe version. (If you own less, nothing happens).
