Fallout 3 and Fallout 3 GOTY are actually separate games. As such you won't just get the DLC for your existing game but a new game that includes the DLC.
It can be played, it just won't work out of the box. You'll have to mod it to fix most of the issues. Unfortunately, AFAIK, the frequent crashes issue cannot be fixed on W10 (at least I was unable to).
