Since this is a gift and Steam has apparently some rules saying I can't send it to people in country that have too much differences with the price set on Steam for my region (Europe) I ask the winner to agree to reroll this GA until one winner is able to receive the gift.

As long as your there is no 10% difference in price of the game with your Steam account region and the winner Steam account region you're safe to send the gift, but as you have set no filters, it's not guaranteed.

Yes, for example a game that cost 5€ in UE region can be priced for example at 5$ in US region, the Euro-Follar conversión is nor more or less at +10% difference for euro so you may send a gift from US to EU without problems but if the difference between euro and dollar increases steam will not allow to send the gift. You can use steamdb to see price differences by region.

It says I would be informed before to buy it if there is a big difference. But I bought it long time ago and I don't remember to see such things.
When I try to send it it says i can send by e-mail or to a friend through Steam. I don't see any warning.

Steam changed gifts policies about a year and a half ago if I recall correctly.
If you're from UE you're mostly safe, hope you have no problems so far, if not and you can't send it, you can try to achieve an agreement with the winner to reroll until one winner is able to receive the gift.
