why can I enter this giveaway when i dont have the base game?
the store page for this DLC also doesn't have the "requires base game to play" warning, so idk what's up with this "DLC"

Sadly, apparently can't activate without base game. After some looking at that ID, there is no icon next to title and there is no "base required".
I think it should be this link: https://store.steampowered.com/app/42180/Hamiltons_Great_Adventure_Retro_Fever/
Because there is info "Downloadable Content This content requires the base game Hamilton's Great Adventure on Steam in order to play."
But there is no option to buy that DLC, so prolly either they stopped selling those or it's also bugged.
