To add to the oddities of it all, despite clearly being a DLC, it doesn't show up when filtering available GAs to "DLCs only": https://www.steamgifts.com/giveaways/search?dlc=true
The storepage itself is also lacking a link to the base game, as well as the usual banner stating that it is, in fact, a DLC.
You say it tells you "requires base game to play".
Can't say I see this message on my end, nor does a text-search on the page prove me blind for not seeing it... lol.
I guess there's always a chance this is one of those DLCs which DOESN'T require the base game.... there are a few of them out there.

Yea, there are a lot of odd things about this supposedly DLC. im gonna assume its a full game that has a purple "DLC" tag, maybe.

I think the base game might not even be technically playable anymore, because said game has a warning about how it only works on Windows Vista and 7
but Steam no longer supports either of those OSs I think...
it also apparently does not, in fact, work on Steam Deck despite saying it does, according to reviews

I do have the base game and the DLC, and the DLC shows up as DLC on the base game entry in my Steam client. Starting the game doesn't give me any menu to ask if I want Hamilton or Retro Fever.. I have to assume it is indeed (only?) a DLC...
That said, it does launch for me on Win10, both windowed and full screen work, audio and controls work.

Sadly, apparently can't activate without base game. After some looking at that ID, there is no icon next to title and there is no "base required".

Because there is info "Downloadable Content This content requires the base game Hamilton's Great Adventure on Steam in order to play."
But there is no option to buy that DLC, so prolly either they stopped selling those or it's also bugged.
