I'm not exactly sure what your post is trying to say, but know that in public giveaways you can't refuse to give a game to someone based on the number of games they have.

You did not understand me. I don't want to deny anyone a game won based on the amount of game they have. Just before submitting a game, I want to check if it's gone, if it has less than 2,000 games and a public library, I'll check it on its Steam profile.
If more than 2,000 games, I need the winner to send a friend request, because trying to load such a library in a public profile - causes the "murder" of the Steam client or Steam website in the browser. I see You have almost 4,500 games owned. If You win -
I will send You a friend request and check if You have this game in the Steam store on the "Friends who own this game" subpage. After verification, You will be able to remove me from Your friends list - of course, if You want, it's Your decision. The same goes for anyone who has more than 2,000 games in the Steam library.
