if You have a public Steam profile, published games and less than 2,000 games - I will check it in the winner's Steam profile
otherwise I will send an invitation to friends on Steam, later You will be able to remove me from friends list (if You want)

Steamgifts allready does that
for you - as a gifter
AND
for me as a participant :
the green "Enter Giveaway" button is disabled if the game i wan to win is already in my Steam Library (if i own it already)
It turns red and reads " Exists in Account", so nobody owning a game that is in a giveaway can enter

Yes, but only if you sync SteamGifts with Steam. If you activate a game and you don't sync your SG with Steam, you can still enter giveaway's SG with that game. Personally, on a daily basis, I have Steam profile visibility set to friends only (no, I'm not a scammer, I just like privacy), so if I want to enter SG giveaway's I have to sync Steam with SG at least once a week. So theoretically, if I activate a game, I can still join giveaway's SG with that game for a maximum of a week. No, I don't practice it.. But someone might from here, sp i prefer to manually check if the winner is entitled to an award.
