Being offensive in an FPS or RTS may put pressure on your opponent and keep them from playing their best. Being offensive in a racing sim may cause an accident that could knock you out of the race entirely, so that's a case where being defensive absolutely pays off.
In most cases, yes, because it's harder to defend, and the rhythm of the fight is usually controlled by the attacker.
