I've also run into issues between NA and EU during Steam gifting. I solved my problem by transferring the funds to my EU winner via PayPal. I hope that whatever you decide to do works out for you and your winner.

Do you know if the 10% difference is always a problem no matter the direction, or is it just problematic if I want to sent the cheaper version to the more expensive country? I would suspect it's possible to send the most expensive copy of the game to just anyone, right?

yeah, that would be great. but i think it's far more important to raise awareness and maybe get a few people to buy the game. if only two or three people buy it because of my threads and giveaways, i am more than happy. :) 20.000 would be optimal, but maybe that's too far fetched xD
