People that don't own the base game shouldn't be able to enter so everyone that enters does it for the DLC only

Indeed, many people will already own the base game due to having received it for free as an owner of the original Titan Quest (likely from the old Humble THQ bundle).

The Sync with Steam is a bit flakey. I usually have to go to my Steam wishlist and make sure the game has been removed there before it will no longer show up here on SG.

from what i know dlcs aren't autohidden after you activate them
