State and local elections. Because the laws that govern how voting happens (including how districts are compromised), these "minor" elections can have a huge impact on politics nationwide. Older (generally more conservative) voters are more reliable voters than younger voters, who tend to just vote in presidential elections every four years if they bother voting at all.
