Just as an FYI, there's a group called Lootboy SG that will remove members who refuse deletions for non-working keys (and, unlike other groups who'd support such, the group has no entry requirements that I recall), if you'd like a somewhat more reliable method for ensuring that winners will actually agree to deletion requests. I'm not finding the Group Recruitment thread for the group, so here's the direct link to the steam group.

Personally, I haven't had much luck with public giveaway winners below level 6, and even worse with those below level 3, so I try to avoid public giveaways [versus group or forum ones] for iffy keys. Really up to how willing you are to risk the stress, though. Moreover, Lootboy keys seem to be fairly reliable these days, so it should be fine regardless. ^.^
