I'm not supposed to call anyone out so I can't explicitly say who the person is.

All I can say is that the Tinykin GA is around cart 780. You can see the other person's comments there and make your own judgement. He comes across as friendly and polite. I can't decide if he's a great liar or if he's completely ignorant of how Steam keys work.

Regarding your second question.

I couldn't find an appropriate category under support to file a ticket, so I used this form instead.

This is what I wrote:

I tried activating a CD key for Tinykin on my account today and got a Duplicate Product Code error telling me that it has already been activated by another Steam account.
