That is certainly okay. We do allow winners to be reselected if the current winner owns the game already.
My point was more to check the winner's library on your own first, as anyone can enter this, even if they own any. Case in point, I own the whole package already, but because of the way Steam's API works, I am not automatically barred from joining your giveaway.
Two things crossed my mine. This should go to a player who does not have the base game. (After all it is fun.) And it may not activate if you own the base game.
You are probably right that the game you provide won't activate, but I am aware of at least a few cases that will allow you to waste a key if you try (I have done this myself, unfortunately). In this case, I would suspect a winner having only the base would still activate, as that would supply the additional DLC.
If you discover that the winner already has the base game, you are free and welcome to request a new winner so that does not happen.

I did post (I hope it is valid request) that "Please only enter if you do not own main/base game. Do not enter just for a missing DLC."
