The game is tagged on Steam as "profile limited features", so Steam doesn't count the base game as +1. Unless the game be bought a lot of times from Steam, the tag never will go, and then, Steamgifts, won't recognize it. The problem comes from Steam, not Steamgifts

If you recently bougth the base game, SteamGift doesn't detect it because you need click the option "Sync with Steam" to update your library
