How could it be? Win the gift, activate another key, regift the first one.
I sure hope the key he'll send to the winner of this giveaway is different from the one he won.

I don't know. Maybe he wins it, create a giveaway to regift it, realizes it's against the rules, and activate the game on his account.
Doesn't matter anyway. I'm sure support will handle it and determine if there's something wrong with it.

Why would anyone do that? If they could acquire another key for the game then why wouldn't they give that one away since they know for sure it's valid? Winning a key then regifting it is not only a bad idea b/c of rules but b/c it might not be valid.

Make another account on SteamGifts win with both, regift from the one you activated the game to, don't activate the other key on the account you couldn't care less if it gets banned.

I've seen it done multiple times and many users get away with it. Or you think it's just a coincidence that he happens to have won both games he's giving away. Where do you think he got both keys?

I really don't care to point fingers at the GA creator. All I was saying in my post was that it would be stupid to create a GA with a key that you don't personally know is valid. When you win a key you do NOT know if it's valid or not.

It was developer/publisher giveaways. Have you ever seen any of those with keys that are not valid?

The GA in question itself has "ATTENTION: If you have a problem with your code, add me." from the GA's creator in the comments. Someone could not go to the GA creator and ask for a new key when they already have it in their account and marked it as received.

Indeed. But just like SweetDalilah said, if he has two accounts, he could ask the GA creator with his second one.

Sigh.... yes... but why are we even venturing into that kind of thought when there is no proof for saying this guy has even done that. Whatever... done with this conversation. Getting too close to calling out for me.
