Regarding this ticket, since comments are closed on user reports and we cannot reply to them, I will reply here instead.
If the winner hasn't seen the key, you should open a ticket in the "Request New Winner" category. If they have seen it, you could instead open one in the "Request Received Feedback" category. That way, we will be able to actually help you.

wow... this user saw the key the day they won it, and since then I tried to add them in steam several times to tell them to mark it as received, they ignored me several times...
