It's because the base game is "Steam Learning". Unfortunately it's not something support can fix and no one will be able to enter unless SG adds a way to register Steam Learning games.

Look for the tag on the game page that says "Profile Features Limited". It's under the features on the right side like single/multiplayer, achievements, etc.
