Maybe think about a level restriction, i normaly use lvl 2, to hold the bots, extreme leechers and such people out. That lowers the chance to have stress and problems with the winners.
Each one can reach lvl 1 with ONE GA not a free game, so in the end with 1 cent costs in different countries.

Check each winner there and if someone have red highlighted stuff then don't send them the gamekey/gift.
Left from the "send key" you have Request New Winner), click on that. It opens a support ticket, choose "not activated" or "multi win" and copy the link(s) with the red marks inside (you don't need to make 2 tickets if they have multiple wins and don't activated a win -they sold or traded them then :o(-).
The support will then check if they were punished for the infringement and if not they will do that.
The will denied or approve the reroll request. If approved someone else will be happy about the win :o)
