It is RU-specific key from Humble Rockstar Games Bundle, so winner will get Max Payne (RU) version. This means that game will available only on Russian language. But no one will stop you from entering cause you can learn russian language with this game or just need it for rare collection's purpose.

As mentioned above, it is Steam key.

Can the winner activate the game anywhere in the world? Does the RU version has the same appID as the ROW version? If not, better delete the giveaway and re-create it with a proper region lock.

According to this - RU customers received a RU-specific key which can be activated worldwide. Anyway, i already did a successful giveaway for Manhunt from the same bundle which was pretended to be locked too.
I have Max Payne (RU) in my library from Steam store purchase. When i try to go on store page for this game - it loads only main page of store with appID 210350 in the URL. But if i go to Max Payne from search - i get page with appID 12140, which show game in my library as owned.
