That's something you shouldn't do, ever. Do not mark something as received that you did not receive.
If I felt like it, I (or anyone, really) could report you for that. I'm lazy though. Just mark it as "not received" (since you did not receive it). Now it just shows you as someone who just didn't activate their win.

Ok, I've marked it as not received. It was not my intention to violate any rules, I just thought it wouldn't be fair for you to lose your key for a prize I couldn't obtain.

You could also ask for a reroll. Though personally I suspect that the key was region restricted (considered his most rrecent giveaway), but who knows. A reroll still is possible, it's just the giveaway creator who's gotta do it...

Yeah, I saw! No worries. :) But yeah, since he didn't reply to your last comment here, your only option is to add him on steam to ask him to reroll the giveaway. If he won't reply there either, you can't do anything about it really, unfortunately.
