Germany has somewhat stronger censorship laws than the rest of the first world, so it's not unusual for it to get special "German" versions of games like this, and be unable to activate the other versions.

Worst part is when companies censor or restrict their game even though there was no obligation to because they don't even seem to be able to afford someone who understands the market and laws :/
Eh? Normally a lock for Germany would mean it would only unlock for german customers.

Yeah. I guess it's just the wording. This is region-blocked for Germany. A region lock would mean it only works in specific countries.
