I own all of them, and I will say, card packs are probably the ones closest to necessary, and my sister and dad do fine without them.
The DLC characters add many different options for play, so after playing for a bit and finding how you like to play, you can decide to get DLC characters that play to those strengths. They also allow free access to different characters every week to let you try them, and if you like them, you can get them next sale, haha.
But don't be scared off by all the DLC, it's a fun game even without any.

I want to make it extremely clear that you don't need the dlc to have a good and fulfilling time playing! The base game characters are still roughly the best ones, and with how the game handles midjoins and deck building, you'll still get the chance to try out some of the paid content for free. And the base game itself is large enough that you can honestly play for hundreds of hours just with what you start with.
If you do want to get some of the dlc, just go for whichever characters interest you most and pick up the card dlc when you're at a point where you want those options for your own deck building. It's extremely cheap and there are sales frequently, so don't ever feel pressured.
