Interesting suggestion?
I like this idea.
I rarely used to wishlist games, and mainly started doing so more regularly to make SG easier to utilize.
Too many games are added every year to easily keep up with my "ignore list". So it'd be nice to break down my wishlist into at least 3 sections.

The idea is to create a wishlist giveaway category with X priority number. Any users browsing on the Wishlist section will only see the giveaway if it is within the first X games on their Steam wishlist.
I think this could make good use of the wishlist priority feature on Steam and be a more loose alternative to the restriction of Steamgifts groups. I dont know if the community whishlist here is only based on frequency, so maybe setting this priority could also add more value and satisfaction to those giveways by mostly selecting users that have taken their time to sort their most wanted games.

EDIT: I guess group giveaways, which are much more restrictive, would never exist if it was up to the majority.
