Im not fully getting this.
According the FAQ a game that for example as on a bundle at some time would be considered as reduced value retroactively since the bundle started onwards.
But how a game that was like that years ago can be still be on reduced value? I guess I don't fully get the logic of it

Once it has been in a bundle, there is no way to know if you got it from there or full price. Same logic for 0 value.

I would say they could add a timer.
1 or even 2 years after the bundle was initially out.
People are weird. But I can't imagine anyone sane waiting two years with a key getting dust only to get more CV one/two years later

If they key for the game in the bundle doesn't expire then it still counts as bundled, If it worked like you're saying people would save the key for years until the game is back to FULL CV and everybody will abuse it. Doesn't matter if you want to give it as a steam gift or a key.

That's the thing. While people on internet can be quite ridiculous. I can't imagine them doing that.
Let's imagine a rule saying the reduced value only lasted 1-2 years to say a number... Most people (like 99%%) wouldnt wait.
They would either give it away anyway through the site or to a friend. Or whatever.

At the same time a lot of people are too lazy to find a way to get rid of the key and just store them in a word file, That's why you see game that were bundled a decade ago still being given away from time to time.

It was an attempt to prevent exploits of the CV system and it went as well as trying to extinguish a supercriticality with a bucket of water.

Forget about logic, since it's irrelevant here. Nothing ever gets removed from reduced or zero value. It can only go down in value, and it will be backdated. The only way to keep your CV is to have made it years ago, then you can keep it. If you're trying to build up CV level now, it can and will be reduced at any time and for any reason. Or it won't. You'll never know.
