UAE n KSA region locked yesterday
i m not sure why region does this fall in as i cannt see any price difference but
the gifting shows tht u can only active in ksa n uae

Valve is introducing region locks left and right. You will probably get your own currency soon, if not already.
Although I cannot fathom why would they lock it down. That region is one of the richest on the globe. Not like anyone needs cheaper game prices to buy stuff. And most of the lockdowns are due to cheap regional prices.

Quite possibly a similar situation to Germany. May well be more down to censorship than pricing.

That may be a good guess too, but in these cases Steam just has region-specific repositories, like how all German low-violence editions are part of the same ROW package, just get downloaded if the client detects a German local.
