No, it's not. :p I just calculated it again.
Retail = the value of all games
CV = the CV of all games that can be given away on sg.
Two of the games have been given away for free, so you need to subtract them from the retail before you calculate the CV.
Therefore: 22.96 * 0.15 = 3.444
Wouldn't make sense to calculate in games that cannot even be given away when we are talking about CV.
