Why shouldn't they? Publisher sends them the keys, maybe someone didn't check the remaining keys. Or game sold too fast unexpectedly.

Well, I thought that since they are a big company they had someone checking on quantities in storage. I worked in a couple of stores and I know it's not good when you run up of a product wanted by the costumers.

..but is also true that Steam is kind of the sector-leader so they can afford these situations (also honestly, is the first time I'm seeing it)

Steam isn't just a leader, it is a monopoly. They charge 30% MINIMUM for a sale.

30% is minimum - that means they will charge even more (if you live in US you should check prices of games in stores, I heard they are cheaper than on steam), depending on the deal. Although couple of games MIGHT (I don't know if it's possible or not) negotiate a better deal in exceptional cases (like GTA, which has unbelievable number of sales).
It is the most popular platform with a lot of users and it has a steam wallet, which allows for some people to buy games without depositing money (by trading cards, emoticons etc.).
Games on steam are only in digital form - that means less DVD burning for publisher and less logistics costs.

Well I'm not from US, so I don't really know, just what I was told by some people. I don't remember the last time I checked prices of games in regular stores in my country. I'll check them out if I don't forget. But somehow I feel like they will be way higher. Everything is overpriced here :'(

Didn't thought about third-parties, it seemed strange to me that such a big company went out of keys.
I always imaginated they were not hard at all to create, just like money =P

Exactly, if it was on their platform it wouldn't be a problem, but since the key is nothing but a link to a different access key that Rockstar provides for their client, they can't do anything if they're out of Rockstar 'keys' to combine them with :) otherwise I'm sure you're right!

It used to be rare for a time, when Steam was the single DRM on the games, so no external keys were needed to register the game at some other site to work. Then Rockstar and UbiSoft started to push their own platforms because nobody in their right mind would have chosen them on their own accord, so now Steam needs external keys for some products.

If I remember correctly, it's out of keys because of 3rd party DRM. So technically there would be Steam keys for the game still, but they need the 3rd party to provide more DRM keys (I forget what Rockstar used in IV, maybe Rockstar Club, maybe something else) but that's why Steam can run out.

I still hate that Rock Star games refuse to issue Steam Keys for copies purchased outside of steam. It isn't like they are losing anything.
